JKKP PMA Certificates for Scissor Lifts: What You Should Check

Many customers only ask about price and height when renting a scissor lift. For project managers, safety officers and building management, though, the first question is usually different: does this machine have a valid PMA certificate?

This article explains why the JKKP/DOSH PMA certificate matters, how to check it on site and which other documents you should ask for before work begins.

What Is a JKKP/DOSH PMA Certificate?

A scissor lift is lifting machinery that carries people to height. That makes it subject to inspection and approval by the Department of Occupational Safety and Health, known in Malay as JKKP and in English as DOSH.

The PMA certificate is proof that the machine has been inspected and approved for use. Every unit we rent out, whether Mini Electric, Standard Electric or Heavy Duty Diesel, carries a valid JKKP/DOSH PMA certificate.

Why It Matters to the Hirer

If there is a site inspection or an accident, the first question asked will be about the machine's status. Using a machine without the right paperwork can get work stopped and puts your workers and company at risk.

How to Check the Certificate on Site

Checking a certificate needs no special expertise. When the machine arrives on site, take a few minutes to do the following:

  1. Ask the driver or rental company representative for a copy of the PMA certificate.
  2. Make sure the serial number on the certificate matches the machine's nameplate.
  3. Check the certificate's validity date and confirm it covers your rental period.
  4. Keep a copy in the project safety file for the safety officer's reference.

Factories and industrial sites usually ask for a copy of the certificate before the machine enters.

If the Certificate Does Not Match

If the serial number does not match or the certificate has expired, do not use the machine. Contact the rental company immediately for the correct documents or a replacement unit.

Other Documents Worth Asking For

Besides the PMA certificate, building management and main contractors often ask for extra documents before granting access. Prepare this list early so the machine is not held up at the gate.

  • Proof of insurance: all our units are insured.
  • Maintenance records: showing the machine has been serviced properly.
  • Operator details: name and proof of training if an operator is supplied.
  • Risk assessment or method statement: usually prepared by the contractor doing the work.

If you need a trained operator, we can provide one from RM150 per day. Read more in our guide to scissor lift operators and site preparation.

The Hirer's Responsibilities on Site

A valid certificate is only the starting point. Day-to-day safety on site still depends on how your team uses the machine.

Daily Inspection

Before every shift, the operator should check the platform guardrails, emergency controls, tyres and battery or fuel level. We have put together a full list in our scissor lift safety checklist.

Respect the Load Limit

Every unit has a load limit marked on the platform: 230 kg for the Mini, 350 kg for the Standard and 450 kg for the Heavy Duty Diesel. Exceeding it defeats the purpose of certification and endangers everyone below.

Use It on the Right Surface

Electric units are designed for level floors, diesel units for rough ground. Using a machine outside its design raises the risk of tipping. See our electric vs diesel comparison for guidance.

Preparing a Building Work Permit

Most shopping centres, hotels, factories and office buildings run their own work-permit process for work at height. It usually takes a few days, so start earlier than the date the machine is due to arrive.

Information Usually Requested

Building management typically wants the machine type, maximum height, machine weight, operator name, work dates and hours, and the area to be cordoned off. Put this into one short document so the application is processed quickly.

Working Hours and Delivery

Some buildings only allow machine delivery outside operating hours, such as early morning or late at night. Tell us about these conditions when you book so the delivery schedule can be aligned. In the Klang Valley, delivery within two hours makes last-minute schedule changes easier.

Areas to Cordon Off

For work in public areas, the space beneath the platform must be cordoned off with cones or warning tape. Plan an alternative route for visitors or other workers before work starts. Our guide to scissor lifts for malls, renovations and events has practical examples.

Warning Signs of an Unreliable Rental Company

A price that is too low sometimes comes with compromises. Be careful if a rental company shows any of these signs:

  • Refuses or delays sending a copy of the certificate before delivery.
  • The machine arrives without a clear nameplate or load label.
  • No information on insurance or breakdown procedure.
  • Cannot answer basic questions about the unit's height and load limit.

Comparing prices matters, but make sure you are comparing like-for-like units. See our scissor lift rental price guide 2026 for reasonable rate ranges.

Frequently Asked Questions

Can I get a copy of the certificate before delivery?

Yes. We encourage customers to ask early, especially if building management needs the documents for a work permit.

Are units for Sabah and Sarawak certified too?

Yes. Every unit in our fleet, in every state, carries a valid JKKP/DOSH PMA certificate and is insured.

Who is responsible if the machine breaks down on site?

Tell us straight away and stop using the machine. Our team will arrange an inspection or replacement under the rental terms.
